The objectives of the environmental impact analysis are: To evaluate the environmental impacts, negative and positive, relating to the use of maritime transport in comparison with other transport modes and when used in a multi-modal context, and the implications for the selection of policy options. To provide a comprehensive methodology for comparing and measuring environmental impacts and policy options to internalize the associated externalities in a multi-modal context.
